Political Variables: Health is one of the most essential and controversial issues in Australian politics and in this case leads to conflict between the Commonwealth and state governments. The Australian Primary Health Care Reform Report, Report in Support of Australia's First National Primary Health Care Strategy 2009 states that the Australian health system is multi-tiered and made up of organizations funded and organized with a number of different methods, including government (publicly funded) and private sector (privately funded). And the Commonwealth government is the main funder and therefore the National Health Reform Agreement (Council of Australian Governments, 2011) has distributed responsibility for health to the Commonwealth government, while the state government dominates the main responsibility for health matters. While the State and Territory Government is responsible for hospitals, the Australian Government is responsible for the primary healthcare system. The Australian Government's responsibility includes promoting equitable and timely access to GP and primary health care services, system management, policies and funding for GP and primary health care services and working with each state and territory on system-level policy and state-level planning for GPs (Department of Health, 2013, p. 2). Therefore their policy must be based on the assumption that it promotes equitable and timely access to general practice. The ticket contradicts the concept of “fair” because its impact varies between different groups. Furthermore, Rainford (2014) suggests that this creates an extra $2 billion in expenditure for the state government due to the shift in demand to hospital emergency rooms rather than GP visits. Furthermore,...... half of the document......ions.Conclusion:To achieve health well-being, the cost-sharing plan should be rejected since it leads to negative effects on the health especially of disadvantaged people and a deterioration in health interventions due to the reduced efficiency of the primary health system. This lack of short-term financial resources could not be filled with a $5 surcharge. In the ABC news video (2014), health policy expert Jennifer argued that the key to maintaining health budgets in other international countries is maintaining a well-resourced and cost-effective primary sector and creating the synergy between medical family, nurses and other allied health workers. Therefore this policy is not efficient and must be rejected for the future. A strong primary healthcare system produces positive long-term results as it helps save financial resources and avoid worsening of the disease.
