As stated by Goldstein (1993 p. 181) and Saddler-Smith (2006 p.375), evaluation involves the systematic collection of judgmental and descriptive data. Such information enables human resource managers to undertake effective decision-making processes related to the adoption, selection, modification, and value of diverse instructional activities. The decisions made are fundamental as they support the development of an organization's most fundamental and valuable asset, the human resource. The resource requires frequent and efficient development processes to enable individuals to function effectively. According to Piazza and Engen (2005, p. 5), strategic and successful human resource development programs are vital to prepare individuals to perform higher-level tasks. Such programs involve the preparation of learning plans within a specific period to facilitate changes in performance. Human resource developments focus on an organization's skills in the early stages, training and development of workers. Leadership Learning and Development Models Today's business world is therefore initiating more aggressive ways of developing the workforce to optimize their skills and improve the efficiency of their businesses. Leadership development and learning has been a critical aspect of an organization. Sussman et al (2001, p. 335) stated that learning is a necessary and fundamental attribute for effective leadership. Comprehensive, personalized experiences in leadership development contribute greatly to the development of effective team, individual skills and organizational performance. Leadership development helps in organizational growth, renewal and change. Great leaders take no risks in developing their natural talents. Such individuals take time to learn… halfway… the direction of the company and the work environment for the employees. Such individuals are important in regulating and directing corporate strategy. In addition to developing individual skills and talents, groups also develop to maximize their capabilities. Various theories and models apply in expounding how leaders develop and how the learning process should occur. Learning is essential to ensure effective and successful performance. However, the steps recommended by various theories or models have not been widely followed in practice, particularly in ELT. As stated by ELC (2009, p. 1), organizations must invest more in leadership development if they want to ensure competitive advantages for the company. The increase in performance will improve the competitiveness of the company, facilitating the ability to survive in today's very competitive market.
