While one might say that the United States is the world's leading power and therefore there is a balance of power, others might say that the United States appears to be the dominant power only because it has more resources and influence over other nations. Realists agree that attention should be paid to the largest countries since they have the greatest influence globally. The term balance of power had to be adopted after the devastating Napoleonic Wars. Today, powers that oppose the United States accuse Obama of seeking to exercise hegemony and dictate to other nations, thus ignoring the term balance of power. China also claims that despite economic and military growth, it can never bully other nations by seeking to gain hegemony. At the United Nations, China is known for voting against resolutions such as interventions and imposition of sanctions.
