Criminology Assignment This essay will analyze a contemporary policy document on policing in the 21st century: reconnecting the police and the people. This is a document presented by the Secretary of State for the Home at Her Majesty's Command in July 2010. It will examine how convincing some philosophies of punishment and models of criminal justice are in explaining the methods and tactics used to formulate criminal justice policies as evidenced in Policing in the 21st Century: Reconnecting Police and People. Other policy documents will be examined in others to compare their similarities. Crime control, bureaucratic models, the philosophy of deterrence and rehabilitation are compelling in explaining the politics of this policy document. Due process and other criminal justice models had little to no influence in the drafting of this policy. The argument will be that although crime control is the primary function of the police, it is not the only function. There must always be a compromise between due process and crime control [Newburn, T. P .561] Crime control and due process were the models identified by Herbert Packer [1968]. The crime control model was designed to help the police. The main objective is the fight against crime. Emphasis is placed on facilitating criminal investigations, interrogations and prosecution of offenders. Less emphasis is placed on the rights of suspects. The aim is the conviction of the guilty, even if this means condemning some innocent people. Due process, on the other hand, emphasizes the right of defendants to a fair trial. The defendant is presumed innocent until proven guilty. The accused should be equal before the law. There should be limits on the powers of the police and other law enforcement agencies... middle of the paper... because public trust increases when the number of police personnel increases. According to the UK 2009/2010 Crime Survey report: There has been some improvement in crime rates in England and Wales compared to previous years. For example, in 2009-2010, the number of crimes recorded by police forces in England and Wales fell by 8%. Overall crime decreased by 9% compared to previous years. In the same year trust in the police increased to 65% and perceptions of anti-social behavior also fell to 14% [Home Office website: UK Crime Statistics 2009/2010].
