The implementation of Bolsa Familia brought an overall reduction in income inequality as a result of the basic transfer and a significant increase in school enrollment and health screenings among the beneficiaries of the CCT. CCTs appeal to politicians and governments because they provide a direct path to human capital accumulation through the use of incentives. Furthermore, the Brazilian Bolsa Familia was right to target the poorest region, the Northeast (Cruz and Ziegelhofer: 2014). To help donors and policy makers, they represent an efficient and well-targeted social spending tool.
