It appears that the Founders wanted to make it difficult for legislation to pass. The Constitution establishes how laws become law in the United States. The procedure is laborious and can take a long time to complete. The third week course materials offer more than enough information on how the procedure works. This essay will primarily use course materials to describe the process by which a bill becomes law. The process of turning a bill into a law requires the participation of both the legislative and executive branches of government. Before there is a law, there is a bill – and bills must go through many stages before they can become laws. Week 3 course materials emphasize that a bill may originate in the House of Representatives or the Senate, but different versions of the same bill may begin in both houses of Congress at the same time (Unit 3, Congress, 9) . It's possible for the President – or someone else – to write a bill, but a member of Congress must introduce the legislation through sponsorship. New bills are given a number and assigned to the committee best suited to review them. Project Vote Smart reveals that “bills can be referred to more than one committee and can be split so that parts are sent to different committees” (Project Vote Smart 2010). If the bill passes through the committee – or committees – the bill may receive a new number before moving to action on the floor. But it is not necessary for the invoice to receive a new number. The preceding steps describe the initial actions of the legislative branch in the process of turning a bill into law.
