According to the 2000 census, Illinois currently has the sixth largest population in the United States. Chicago, in terms of population, is the third largest city in the country. It has roughly about thirteen million American citizens. There are 102 counties in the state of Illinois, and each county operates its own criminal justice system independently. Some state agencies have specific responsibilities. The Administrative Office of the Illinois Courts oversees the Probation and Court Services departments. The Illinois Department of Corrections oversees state prisons and individuals on mandatory supervised release. Each county's criminal justice system is made up of a network of state and local agencies. Some of these entities include the Illinois State Police, county sheriff's departments, municipal police departments, university and college police departments, and other law enforcement agencies. Circuit clerks, county probation departments and court services; Judges, state attorneys, public defenders, and private attorneys; Illinois Department of Corrections; County Jails and Municipal Impoundments; Private social service organizations that provide crisis intervention, residential placement, employment, counseling, reintegration, and other services; Neighborhood- and faith-based organizing. With so many citizens, Illinois courts are overwhelmed with cases that need to go to trial.
