First impressions are the most significant factor determining the likelihood of further communication between parties in the future. Meeting and exceeding first impression expectations creates a baseline standard for how future meetings or correspondence proceed. Failure to meet or exceed these expectations decreases the likelihood of further communications. The following performance parameters serve as standards to ensure a positive first impression with relevant stakeholders: • Introduce yourself, shake hands, make eye contact and then initiate a chat on a neutral topic; • Demonstrate a friendly disposition to encourage open communication, avoid sitting or standing with arms crossed; and, • Demonstrate that you are knowledgeable about the government's views on the issue and other key stakeholders. This builds the confidence to meet and exceed their expectations. Reinforcing behaviors such as combining encouraging words with nonverbal gestures such as supporting head nods, warm facial expressions, and maintaining eye contact are ways to encourage openness in others. Encouragement and positive reinforcement indicate interest in other stakeholders' comments, establish a path for developing and/or maintaining relationships, allay fears, and provide reassurance to other stakeholders.
