Members of the Board of Education have a responsibility to the district in which they serve and to the State. According to Mooney (2012) “school board members have dual status, serving both as municipal officials and as agents of the state to implement the state's educational interests” (p. 23). This was evident when I took a look at the agenda of the meeting I attended on March 11, 2014. On the agenda were issues representing the district/city such as district highlights, a session public, the superintendent's report and committee updates. Also on the agenda were seven different policies ranging from student use of district computers, social media and use of private technology devices. Seven of nine board members, the superintendent, the associate superintendent, and a student representative were present. It was evident even before the meeting began that there was a sense of energy in the room. “The meeting began with a song, “I Believe I Can Fly,” performed by members of the Unified Theater program hosted by Middletown Recreation and Community Services. The group, which brings together children aged 10 to 18 with and without disabilities” (Gecan, March 12, 2014) recently staged a show in February. Parents, teachers, principals were present to support the students. At this point I had about ninety-five people present. After the students presented, attendance dropped to seventy-five people. The i-CARE (Intervening with Children At-Risk Early) support system was then introduced at Bielfield Elementary School. The CT Health Foundation-funded program aims to identify, assess and intervene early with students experiencing behavioral and/or mental health issues.
